Jill Penn

Every police and crime commissioner (PCC) is required by law to appoint a Chief Finance Officer. Jill Penn has held that post in the Office of the Police and Crime Commissioner for Norfolk (OPCCN) since May 2019.

Jill’s responsibilities as Chief Finance Officer include providing high-quality financial advice, information and guidance to the PCC so that good decisions can be taken, ensuring the PCCs policies and plans are adequately resourced and financial management arrangements across the Force and the Office of the PCC are fit for purpose. She also works on cross-cutting areas, including liaison with the Home Office and Ministry of Justice, on matters locally and attendance at forums nationally.

Jill has extensive management experience in several sectors and works collaboratively with different areas in her current role. Jill is a qualified accountant with experience in both local government (county and district councils) and the voluntary sector. Jill uses her leadership experience to mentor staff and deliver change within the organisation and externally she coaches and mentors’ individuals in an ever-shifting public sector landscape. She is an advocate of lifelong learning.

Key competencies include the development of positive relationships, operating in complex political and third-sector organisations, implementing change management, excellent communications skills and an ability to apply a whole of system approach to achieve efficient, value for money services. 

The Chief Finance Officer salary band is £80,000 to £90,000 full-time and £50,000 to £60,000 part-time. Jill works part-time. 

Jill was President of the Society of District Council Treasurers until May 2019 and is now a senior member of the Police and Crime Commissioners Treasurers Society with audit, victim support and transparency as her portfolios. She sits on the Public Sector Audit Appointments (PSAA) Panel.
